Visit
of ADB Mission To Wasa Rawalpindi
Dr. Shakeel
Ahmad Khan, Sr. Urban Development Specialist Asian
Development Bank visited WASA Rawalpindi on 30th
July, 2007. MD WASA Rawalpindi delivered an extensive
presentation on problems, achievements and future plans
of WASA Rawalpindi. Dr. Shakeel was also briefed about
newly adopted Vehicles tracking and monitoring system of
WASA Rawalpindi to control the irregularities, misuse
and pilferage of POL. Dr. Shakeel himself monitored the
online tracking system. Dr. Shakeel highly appreciated
the vision of MD WASA to transform this organization
according to the international standards. Dr. Shakeel
ensured his full support and cooperation to MD WASA for
the completion of the projects.
The main features of MD WASA presentations are as
under:
A
comprehensive Consumers Survey has been started, uptill
now 15000 households have been surveyed to upgrade the
existing database. Due to financial constraints an
assistance of Rs.1.00 Million is requested for purchase
of running stationary items like computers, scanners,
survey forms etc.

b. The
management shake-up strategy yielded termination of 26
happy go – lucky go type employees, technical capacity
building of 16 tradesmen and readjustment of 102
individuals on job –specific posts.
c.
Aggressive multi pronged recovery strategy has risen
the revenue generation from 63% to 68% along with
netting of 470 chronic commercial defaulters from whom
Rs. 15 Million has been recovered.
d.
Approximately 18000 Rft old, rusty and leaking
pipelines have been replaced, relocated and re-routed
away from sewerage lines. This has reduced the
contamination level in particular UCs from 64% to zero
level.
e. Geo
fencing & vehicles tracking system for WASA vehicles
has been installed to curb the tendency of misuse and
pilferage of POL.
f. Energy
Audit of 5 Nos. Tube wells have been carried out to
make them energy efficient in the light of
recommendations by KSB. Planning for outsourcing of 20
TWs is under evaluation.
g. The
urban unit planning and development program has
drafted Punjab Urban Water and Sanitation Policy in
which one of the recommendations pertains to Urban
Water Act regarding ground and surface Water Rights in
the backdrop of fast depleting ground water aquifer.
h.
Recruitment of deficient staff as indicated previously
has been reduced from 34 to 12. However, further
recruitment of technical staff is in progress in the
light of recently lifted ban by the Govt. of Punjab
During the
briefing it was also decided that WASA Rawalpindi will
facilitate (with the cooperation of ADB) the free of
cost plumbing services to its consumer to stop the
in-house water leakages. This service will be
available from 10th August to end of this
month.
